How LI & Conn representatives traveled before rule change

Last week the US House of Representatives changed the rules for how members of the House can use per diem money given to them for trips they take abroad. This follows a series of reports in the Wall Street Journal detailing a number of abuses where lawmakers spent tens of thousands of tax dollars on alcohol, gifts, or simply keeping the money for personal use back home.
