As Ranking Member of the House Permanent Committee on Intelligence, Jim oversees 17 federal agencies that make up the U.S. Intelligence Community. Jim is dedicated to upholding the legacy of skilled, active global leadership, ensuring the safety of every American, strengthening our partnerships, and investing in national security.
Keeping the United States at the forefront of innovation is critical to maintaining our robust national defense system. Jim understands that Congress plays a central role in advancing security technology and has advocated for legislation to increase private-public partnerships so that our government remains a global leader in everything from artificial intelligence to spyware.
Our intelligence systems must also remain compatible with Americans’ constitutional rights. Jim works every day to ensure those civil liberties are upheld. He has introduced legislation to improve intelligence community oversight, and as part of a bipartisan coalition, passed the USA FREEDOM Act which ended bulk collection programs.
